7/22/2001 ATM Act proposed to limit placement of cash advance terminals in gambling establishments Last week, U.S. Rep. John LaFalce introduced the Gambling ATM and Credit/Debit Reform Act. The aim of the act is to impose federal regulation on the use and placement of ATM machines and other cash advance terminals in and around ?gambling establishments?. The term ?gambling establishments? covers any place where wagering or betting takes place including casinos, racetracks, and retail outlets that sell lottery tickets. The bill would mandate federal regulations to prohibit the location of these devices in the immediate area of the gaming floor. This legislation has no cosponsor as yet. However, the gambling industry is horrified by the logic of an act that threatens not only to limit the safe and convenient access to money of casino patrons but also would ban ATMs in retail outlets that sell lottery tickets. Taking the ?logic? behind this proposed legislation even further, ATMs would be banned even in shopping malls or grocery stores - any place where those who want to impose their views on others think individuals might be tempted to ?overindulge?. LaFalce was determined to introduce the act despite the fact that credit cards place their own limits on maximum withdrawal per day to limit ?overindulging? of any kind. Since ATMs were introduced to Las Vegas in the mid-80?s, the figures from the Las Vegas Convention and Visitors Authority and the State Gaming Control Board have shown that the average Las Vegas visitor spent less money per day in 1997 than before the machines were introduced in casinos. In fact, the average visitor spends more money on non-gaming activities than ?overindulging? their gambling habit. |
